Abstract

This paper describes one of the characteristics of commodity economy of health services that are categorized as merit goods, causing a decrease in the approach to health care need to be reduced in advance of the need for their own health so that the discussion about the decline need to be important to understand the operation of a reduction in health care demand version of the theory agency relationship. If economists insist on textbook notion of demand as the only proper way to go about assesing priorities in determining the amount and distribution of goods and services such as medical care, then they will miss important elements in the situasion and be discredited and disregarded by policy makers . If through appeal to complex notions of   externalities and merit goods they attemp to go beyond this simplistic interpretation of demand, they will be forced to Unravel the same tangled skein of conflicting roles and judgment that the needology have been grappling with and on roomates we economists have tended to pour scorn. The heart of the matter he is a societal judgment as to who shall play what role according to roomates rules. The parties in the who bits are (i) patients and other potential   beneficiaries, (ii) experts, (iii) politician and (iv) the electorates at large. The role to be played are advisers, applicants, diagnosers, priority setters, and treatment assigners researchers.
